permanent as in you can swap to another contract? I believe so. but if you mean from the beta? no they are wipping everything at release
not easy to get these gifts. It should permanent after release 
I read something about all closed beta rewards on official riot site, they stay in closed beta and after release all players get wiped. Because some players doesn't have luck and can't play closed beta and they want to make it fair for all players, so all players in full release starts with nothing
