I'm glad somebody is still asking the important questions.
I doubt that 'custom skins' will ever be allowed. Just because there is a very blurry line about how skins could give a competitive (dis)advantage and let's be honest, they don't want any competition when they eventually decide to make agent skins. You wont see custom weapon skins for the same reasons.
